TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive, accept and expend grant funding from the State of California Citizens Option for Public Safety Program funding from the County of Los Angeles Supplemental Law Enforcement Services Fund.  (Citywide)
 
DISCUSSION
On August 23, 2011, the City Council approved the State of California Citizens Option for Public Safety Program from the County of Los Angeles Supplemental Law Enforcement Services Fund (State COPS 11) grant for $484,246 to the Long Beach Police Department (LBPD). On July 3, 2012, the City Council approved additional funds in the amount of $47,899. Since then, the LBPD received additional grant funds for $20,741, for a total State COPS 11 award amount of $552,886.
 
The additional funding will be used for front-line law enforcement overtime.
 
This item was reviewed by Deputy City Attorney Gary Anderson on December 6, 2012 and Budget Officer Victoria Bell on December 13, 2012.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on January 8, 2013, to expedite use of the grant funds.
 
FISCAL IMPACT
There is sufficient appropriation budgeted in the General Grants Fund (SR120) in the Police Department (PD).  All grant expense will be fully offset by grant revenues and there are no matching funds required.  Grant funds will be used to support front-line law enforcement overtime. There is no impact to the General Fund and no local job impact.
