DISCUSSION
On December 19, 2008, and January 20, 2009, the City of Long Beach received the first two installments of a $785,518 grant from the State of California Citizens Option for Public Safety Program from the County of Los Angeles Supplemental Law Enforcement Services Fund (State COPS 09). Since Fiscal Year 1997, the City has received and utilized State COPS funding for front-line law enforcement efforts, including police overtime hours and equipment purchases. This year, due to legislation enacted concurrent with the 2008 Budget Act, the payments will be distributed in four equal installments. Furthermore, due to the California Governor's Special Session with a proposal to reduce funding, the allocation amount is subject to change.

This item was reviewed by Deputy City Attorney Gary Anderson on February 3, 2009 and Budget Management Officer Victoria Bell on January 30,2009.

TIMING CONSIDERATIONS
City Council action on this matter is requested on March 10, 2009, to expedite use of the grant funds.

FISCAL IMPACT
The City has received $392,759, which is one-half of the State COPS 09 grant allocation of $785,518. As this funding is currently unbudgeted, an appropriation increase is included in the recommendation. The remaining funding is expected to be released by the State in equal payments in March 2009 and June 2009. An appropriation increase will be requested after the remaining payments have been received. The grant does not require matching funds and there is no impact to the General Fund.
