DISCUSSION
On October 23, 2007, the City of Long Beach received a $947,824 grant from the State of California Citizens Option for Public Safety Program from the County of Los Angeles Supplemental Law Enforcement Services Fund (State COPS 08). Since Fiscal Year 1997, the City has received and utilized State COPS funding for front-line law enforcement efforts, including police overtime hours and equipment purchases.
 
This item was reviewed by Deputy City Attorney Gary Anderson on November 13, 2007 and Budget Management Officer Victoria Bell on November 14, 2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 4,2007, to expedite use of the grant funds.
 
FISCAL IMPACT
As the State COPS 08 is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime and front-line law enforcement. There is no impact to the General Fund.
