TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive, accept and expend grant funding from the State of California Citizens Option for Public Safety Program funding from the County of Los Angeles Supplemental Law Enforcement Services Fund, and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $237,495.  (Citywide)

DISCUSSION
The City of Long Beach Police Department received a grant award of $237,495 from the State of California Citizens Option for Public Safety Program from the County of Los Angeles Supplemental Law Enforcement Services Fund (State COPS 13). Since Fiscal Year 1997, the City has received and utilized State COPS funding for front-line law enforcement efforts. Current funding will fund police overtime hours and support a specially trained and selected Deputy Probation Officer assigned by the County of Los Angeles to provide enhanced probation services to the City of Long Beach.

This item was reviewed by Deputy City Attorney Gary Anderson on _________, 2013 and Budget Officer Victoria Bell on ___________, 2013.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 21, 2013, to expedite use of the grant funds.

FISCAL IMPACT
The City has received the State COPS 13 grant in the amount of $237,495. As this funding is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime and front-line law enforcement. There is no impact to the General Fund and no local job impact.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
