TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive, accept and expend grant funding from the State of California Citizens Option for Public Safety Program funding from the County of Los Angeles Supplemental Law Enforcement Services Fund, and increase appropriations in the General Grants Fund (SR120) and in the Police Department (PD) by $636,541.  (Citywide)

DISCUSSION
The City of Long Beach Police Department received a grant award of $636,541 from the State of California Citizens Option for Public Safety Program from the County of Los Angeles Supplemental Law Enforcement Services Fund (State COPS 12). Since Fiscal Year 1997, the City has received and utilized State COPS funding for front-line law enforcement efforts, including police overtime hours and equipment purchases.
This item was reviewed by Deputy City Attorney Gary Anderson on December 5, 2012 and Budget Officer Victoria Bell on December 7, 2012.

TIMING CONSIDERATIONS
City Council action on this matter is requested on January 8, 2013, to expedite use of the grant funds.

FISCAL IMPACT
The City has received the State COPS 12 grant in the amount of $636,541.  As this funding is currently unbudgeted, an appropriation increase is included in the recommendation and will be fully offset by grant revenues. The grant does not require matching funds. Grant funds will be used to support overtime and front-line law enforcement. There is no impact to the General Fund and no local job impact.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
JIM McDONNELL
CHIEF OF POLICE
