DISCUSSION
Since 2005, the City Council has approved grant funds for the planning, and implementation, of the Long Beach-Wilmington Best Babies Collaborative Program (BBC) funded by the Los Angeles County Children and Families First Commission (First 5 L.A.).  With the Long Beach Department of Health and Human Services (Health Department) acting as lead agency, this six-year program (October 2005 - June 2011) provides and assists in coordinating perinatal services targeting high-risk women residing in the First 5 LA's targeted zip code areas of 90802, 90805, 90806, 90813, and in the 90744 Wilmington zip code.  First 5 L.A. has subsequently awarded the City of Long Beach $197,083 to continue to provide these services for an extended six-month operational period (July 1, 2011 to December 10, 2011).
 
The Health Department will continue to work with local service providers, community-based agencies and healthcare organizations to coordinate a comprehensive network of providers and resources to improve pregnancy outcomes for women in these target areas.  A minimum of $35,076 of the grant funds will be used to sustain outreach, health education, medical and case-management subcontracts with the following collaborative community-based agencies that were selected based on their ability to serve special population groups.
 
Since its inception, the BBC Program has provided health education to over 10,000 women/teens, social support classes and education to over 8,000 women/teens, case management services to 350 women/teens, and over 1,500 home visits to case managed clients.  It has also provided outreach at 300 different events held throughout the City to over 6,000 high-risk women/teens, and over 200 people have attended and graduated from an 11-week Diabetes Education and Management course provided by the program.
 
 
 
This matter was reviewed by Deputy City Attorney Linda Trang on March 22, 2011 and by Budget Management Officer Victoria Bell on March 24, 2011.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on April 19, 2011 in order to continue the program without interruption.
 
FISCAL IMPACT
The City will receive an increase of grant revenues of $197,083 for the grant period of July 1, 2011 through December 10, 2011.  Sufficient appropriations currently are budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  There is no City match, no impact on the General Fund, and no net impact to jobs.
