DISCUSSION
On May 25, 2005, November 15, 2005 and June 20, 2006, the City Council approved grant funding for the planning and implementation of the Long Beach-Wilmington Best Babies Collaborative Program (BBC) which is coordinated and administered by the Long Beach Department of Health and Human Services (Health Department), and funded by the Los Angeles County Children and Families First Proposition 10 Commission (First 5 L.A.).
