DISCUSSION
On November 15,2005, the City Council approved a nine-month operation grant agreement
for the Best Babies Collaborative Program (BBC) funded by the Los Angeles County
Children and Families First - Proposition I O Commission (First 5 L.A.). First 5 L.A. has
subsequently awarded $596,590 for the second-year period of July 1, 2006 to June 30,
2007 to the City of Long Beach, through the Department of Health and Human Services
(DHHS) as the lead agency, to continue implementation of the three-year program (October
2005 - July 2008) for the Long Beach-Wilmington Best Babies Collaborative (Collaborative).
The DHHS will continue to provide and assist in coordinating perinatal services targeting
high-risk women residing in the First 5 L.A. Program’s targeted zip code areas of 90802,
90805, 90806,90813, and in the 90744 Wilmington zip code.

The DHHS will also continue to work with local service providers, community-based
agencies and healthcare organizations to coordinate a comprehensive network of providers
and resources to improve pregnancy outcomes for women in these target areas. The
Collaborative has increased outreach and case management services by adding the Nurse
Family Partnership Program, Parent and Children Together (PACT) under Families in Good
Health and funding medical interconception care at St. Mary’s Medical Center for women
