DISCUSSION
On May 25, 2005, November 15, 2005 and June 20, 2006, the City Council approved grant funding for the planning and implementation of the Long Beach-Wilmington Best Babies Collaborative Program (BBC) which is coordinated and administered by the Long Beach Department of Health and Human Services (Health Department), and funded by the Los Angeles County Children and Families First Proposition 10 Commission (First 5 L.A.). First 5 L.A. has again awarded the City of Long Beach Health Department, as lead agency, $659,211 for a third operational period from July 1, 2007 to September 30, 2008 to continue the implementation of the three-year program (October 2005 - July 2008). The Health Department will continue to provide and assist in coordinating perinatal services targeting high-risk women residing in the First 5 LA's targeted zip code areas of 90802, 90805, 90806, 90813, and in the 90744 Wilmington zip code.
 
The Health Department will continue to work with local service providers, communitybased agencies and healthcare organizations to coordinate a comprehensive network of providers and resources for improving pregnancy outcomes for women in these target areas.
 
Of the total grant funds, a minimum of $182,212 of the funds will be used to sustain outreach, health education, medical and case-management subcontracts with the following collaborative community-based agencies that were selected based on their ability to serve special population groups:

TIMING CONSIDERATIONS
City Council action on this matter is requested on July 3, 2007 in order to continue the program without interruption.
 
 
FISCAL IMPACT
The City will receive an increase of grant revenues of $659,211 for the grant period of July 1, 2007 through September 30, 2008. Sufficient grant funds are currently appropriated in FY 07 to support these activities, and have been included as part of the FY 08 proposed budget process. Funding will be budgeted in the Health Fund (SR130) in the Department of Health and Human Services (HE).
