DISCUSSION
City Council approval is requested to enter into a contract with Gunner Concrete Inc., for furnishing and delivering as-needed slurry ready-mix concrete. The City of Long Beach (City) utilizes slurry for backfill of trenches, pressure grouting for abandoned gas lines, and construction projects.

The bid was advertised in the Long Beach Press-Telegram on February 3, 2022, and 408 potential bidders specializing in concrete were notified of the bid opportunity. Of those bidders, 11 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing .
A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 37 local, minority-owned, and women-owned business groups. Three bids were received on February 25, 2022. Of those three bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach vendors (Local). Gunner Concrete Inc., of Garden Grove, CA, not a WBE, SBE, or Local, was the lowest responsible bidder.
