TITLE

Recommendation to adopt Specifications No. ITB LB22-013 and award a contract to Gunner Concrete Inc., of Garden Grove, CA, for furnishing and delivering as-needed slurry ready-mix concrete, in an annual amount of $318,000, with a 20 percent contingency in the amount of $63,600, for a total annual contract amount not to exceed $381,600, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Gunner Concrete Inc., for furnishing and delivering as-needed slurry ready-mix concrete. The City of Long Beach (City) utilizes slurry for backfill of trenches, pressure grouting for abandoned gas lines, and construction projects.

 

The bid was advertised in the Long Beach Press-Telegram on February 3, 2022, and 408 potential bidders specializing in concrete were notified of the bid opportunity. Of those bidders, 11 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.

A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 37 local, minority-owned, and women-owned business groups. Three bids were received on February 25, 2022. Of those three bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach vendors (Local). Gunner Concrete Inc., of Garden Grove, CA, not a WBE, SBE, or Local, was the lowest responsible bidder.

 

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, nine Long Beach vendors were notified to submit bids, of which none downloaded or submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on May 18, 2022, Purchasing Agent Michelle Wilson on May 6, 2022, and by Revenue Management Officer Geraldine Alejo on May 17, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB LB22-013 and award a contract concurrently is requested on June 14, 2022 to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual amount of the contract will not exceed $381,600, inclusive of a 20 percent contingency. The annual contract amount was estimated based on current and anticipated needs across several city departments including Energy Resources, Harbor, Parks, Recreation and Marine, Public Works, and Water Departments. The cost for this contract is budgeted across various user fund groups and departments. Any work not currently budgeted will only proceed at such time as the City Council has approved appropriations. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for one full-time employee residing in Long Beach.
