TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments, with Behavioral Health Science, Inc., to accept and expend grant funding in the amount of up to $283,500, for the Safe Children and Strong Families Program, for the period of one year, to begin on July 1, 2021 through June 30, 2022, with the option to extend the agreement for three additional one-year periods, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

Behavioral Health Services, Inc. (BHS), will subcontract with the City of Long Beach Department of Health and Human Services (Health Department) for Safe Families and Strong Children (SFSC) Program services, contingent upon receipt of a fully executed contract with the Los Angeles Department of Children and Family Services (DCFS). The purpose of the SFSC Program is to ensure the physical, emotional, social, and educational development of children in safe and nurturing environments.

 

BHS seeks to partner with the Health Department to improve the lives of children and families in the greater Long Beach area. Health Department staff will: (1) provide case management services for BHS-referred clients; (2) coordinate, monitor, and report on referred client caseload to BHS; and, (3) provide BHS with the required case management information to attest to the improvement in the lives of children and families experiencing violence and/or neglect in their homes. The Health Department has provided family preservation services for the last 20 years and will continue forging pathways to ensure families are safe and healthy.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 28, 2021 and by Budget Analysis Officer Gregory Sorensen on July 1, 2021.                       

 

TIMING CONSIDERATIONS

City Council action is requested on July 20, 2021, to continue to provide these services without interruption.

 

FISCAL IMPACT

The City will receive grant funding in an amount up to $283,500 for a one-year period of July 1, 2021 through June 30, 2022.  Under the agreement, BHS will continue to partner with the Health Department to provide services for the SCSF program. Services will be provided by existing Health Department staff and resources are currently budgeted in the Health Fund Group in the Health and Human Services Department. City costs will be fully offset by $283,500 in revenue received through the agreement with BHS. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
