Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34553 with Tri Pacific Supply, Inc., of Rocklin, CA, and Contract No. 34554 with Ferguson US Holdings, Inc., formerly Ferguson Enterprises, Inc., of Pomona, CA, for furnishing and delivering polyethylene plastic pipe and fittings on as-needed basis, to increase the aggregate contract amount by $400,000, for a revised contract amount not to exceed $2,000,000, and extend the terms of the contracts to March 16, 2022.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 34553 with Tri Pacific Supply, Inc., and Contract No. 34554 with Ferguson US Holdings, Inc., to continue furnishing and delivering polyethylene plastic (PE) pipe and fittings to be used by Energy Resources (ER) and its contractors for the repair, maintenance, and construction of the City’s natural gas pipeline system.

 

At its meeting on February 21, 2017, the City Council awarded a contract to Tri Pacific Supply, Inc., and Ferguson Enterprises, Inc., as part of its adoption of ITB GO 17-004 for furnishing and delivering PE pipe and fittings on an as-needed basis for two years, with the option to renew for two additional one-year periods.  The as-needed PE pipe and fittings contract provides ER with fixed unit prices to replace and relocate aging natural gas pipelines throughout Long Beach and Signal Hill, which is necessary for the safe and efficient delivery of natural gas to ER customers. Following the City’s Emergency Declaration related to the COVID-19 pandemic, the impact and continued demands of the pandemic on the City’s limited resources, it is prudent for the City to extend the original contract to ensure continuity of services.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on February 9, 2021, Business Services Bureau Manager Tara Yeats on February 8, 2021, and by Budget Management Officer Geraldine Alejo on February 22, 2021.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 34553 and Contract No. 34554 is requested on March 9, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The total aggregate contract authority will not exceed $2,000,000, and is budgeted in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
