DISCUSSION
City Council approval is requested to enter into contracts with Ninyo & Moore Geotechnical and Environmental Science Consultants and Twining, Inc., for construction materials testing and inspection services at the Long Beach Airport (Airport).

The City of Long Beach (City) has typically contracted for as-needed construction material testings and inspection services with firms that have specialized expertise and equipment beyond existing City staff capability. A Request for Qualifications (RFQ) process was conducted to secure these services in accordance with Federal Aviation Administration (FAA) regulations and requirements. The requested contracts are based on anticipated projects identified in the RFQ including, but not limited to: Taxiway B (future Taxiway E) Construction, Taxiway L Reconstruction, Taxiway D Rehabilitation, Phase II Terminal Area Improvements (Phase II), and other as-needed miscellaneous landside projects.

The RFQ was advertised in the Long Beach Press-Telegram on October 5, 2019, and 4,713 potential firms specializing in engineering services were notified of the RFQ opportunity. Of those potential firms, 67 downloaded the RFQ via the City’s electronic bid system.
