DISCUSSION

City Council approval is requested to enter into contracts with Ninyo & Moore Geotechnical and Environmental Science Consultants and Twining, Inc., for construction materials testing and inspection services at the Long Beach Airport (Airport).

 

The City of Long Beach (City) has typically contracted for as-needed construction material testings and inspection services with firms that have specialized expertise and equipment beyond existing City staff capability.  A Request for Qualifications (RFQ) process was conducted to secure these services in accordance with Federal Aviation Administration (FAA) regulations and requirements.  The requested contracts are based on anticipated projects identified in the RFQ including, but not limited to: Taxiway B (future Taxiway E) Construction, Taxiway L Reconstruction, Taxiway D Rehabilitation, Phase II Terminal Area Improvements (Phase II), and other as-needed miscellaneous landside projects.

 

The RFQ was advertised in the Long Beach Press-Telegram on October 5, 2019, and 4,713 potential firms specializing in engineering services were notified of the RFQ opportunity.  Of those potential firms, 67 downloaded the RFQ via the City’s electronic bid system.  The RFQ documents were made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>The RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority-owned, and women-owned business groups.  Eight Statements of Qualifications (SOQs) were received on January 7, 2020.  Of those SOQs, one was a certified Small Business Enterprise (SBE), one was a Disadvantaged Business Enterprise (DBE), four were Minority-owned Business Enterprises (MBEs), two were Women-owned Business Enterprises (WBEs), and one was a Long Beach business (Local).

 

A five-member Selection Committee comprised of representatives from the Airport and Department of Public Works reviewed and evaluated the SOQs in accordance with the criteria stipulated in the RFQ.  Based on a thorough review and extensive evaluation of the SOQs, six SOQs were shortlisted and invited to interview and present their general project proposals to the Selection Committee.

 

After a thorough review and evaluation process, the Selection Committee chose two firms that best demonstrated qualifications and knowledge specific to the needs, operating environment, and unique circumstances at the Airport.  The two firms demonstrated specific experiences at other airports and abilities unique to the aviation industry.  The Selection Committee determined that Ninyo & Moore Geotechnical and Environmental Sciences Consultants, of Irvine, CA (MBE), and Twining, Inc, of Long Beach, CA (Local), were the most qualified firms to provide the services.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFQ specifications.  Through outreach, 414 Long Beach vendors were notified to submit SOQs, of which 4 downloaded and 1 submitted a SOQ.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on June 11, 2020, and by Deputy Finance Director Sandy Tsang-Palmer and Revenue Management Officer Geraldine Alejo on June 15, 2020.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ AP19-133 and award contracts concurrently is requested on July 7, 2020, to ensure contracts are in place expeditiously.

 

FISCAL IMPACT

The aggregate contract authority will not exceed $2,300,000 for a period of two years and will be funded from the sources identified for each project, which may include FAA grants, Transportation Security Administration (TSA) grants, Passenger Facility Charges (PFC) revenues, and Airport funds available.  Projects include Taxiway B (Future Taxiway E) Construction, Taxiway L Reconstruction, Taxiway D Rehabilitation, projects under the Phase II of Terminal Area Improvement Program and other as-needed improvements at the Airport.

 

This recommendation takes into consideration the financial impacts to the Airport from the COVID-19 pandemic, and financial assistance from the federal CARES Act available to eligible impacted airports.  The Airport's financial performance and related economic conditions are constantly evaluated to ensure the continuation of the projects are viable.  Phase II project components and any unbudgeted work may not proceed until funding is secured and appropriations are approved by the City Council.  Each work order will be funded prior to the work order being issued to the consultant.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment for 23 full-time employees in Long Beach.
