TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments, including amending the terms, or changing the amount of the award, with Star Behavioral Health Group, to accept and expend grant funding in the amount of $595,000, for the Safe Children and Strong Families Program, for the period of July 1, 2020 through June 30, 2021, with the option to extend the agreement for three additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
Star Behavioral Health Group (SBHG) will continue subcontracting with the City of Long Beach (City) Department of Health and Human Services (Health Department), for the Safe Children and Strong Families (SCSF) program, in the amount of $595,000 beginning July 1, 2020 through June 30, 2021. The purpose of the SCSF Program is to ensure the physical, emotional, social, and educational development of children in safe and nurturing environments.
SBHG seeks to partner with the Health Department’s Center for Families and Youth (CFY) to improve the lives of children and families in the greater Long Beach area. CFY staff will: (1) provide case management services for SBHG referred cases; (2) coordinate, monitor, and report on referred client caseloads to SBHG; and, (3) provide SBHG with the required case management data to improve the lives of children and families’ experiencing violence and/or neglect in their homes. The CFY has provided family preservation services for over 20 years and is ready to continue forging pathways to ensure that families are safe and healthy.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 1, 2020 and by Revenue Management Officer Geraldine Alejo on June 6, 2020.
TIMING CONSIDERATIONS
City Council action is requested on June 23, 2020, to continue to provide these services without interruption.
FISCAL IMPACT
Under the agreement, SBHG will continue to partner with the Health Department to provide services for the SCSF program. Services will be provided by existing Health Department staff and resources are budgeted in the Health Fund Group in the Health and Human Services Department. City costs will be fully offset by $595,000 in revenue received through the agreement with SBHG. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
