TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents, and any subsequent amendments, with Behavioral Health Services, Inc., in an amount of up to $262,500, for the Safe Children and Strong Families Program, contingent upon the approval from the County of Los Angeles, Department of Children and Family Services, for the period of September 1, 2017 through June 30, 2018. (Citywide)

DISCUSSION
Behavioral Health Services, Inc. (BHS), will subcontract with the City of Long Beach Health and Human Services Department (Health Department), for Safe Children and Strong Families (SCSF) Program services, contingent upon their receipt of a fully executed prime contract with the Los Angeles County Department of Children and Family Services (DCFS). BHS will subcontract with the Health Department for $262,500, for the period of September 1, 2017 through June 30, 2018. The purpose of the SCSF Program is to ensure the physical, emotional, social, and educational development of children in safe and nurturing environments.

BHS seeks to partner with the Health Department’s Center for Families and Youth (CFY), to improve the lives of children and families in the greater Long Beach area. CFY staff will provide: 1) case management services for BHS referred cases; 2) coordinate, monitor, and report on referred client caseload to BHS, and 3) provide BHS with the required case management information to attest to the improvement in the lives of children and families experiencing violence and/or neglect in their homes. The CFY has provided family preservation services for over 20 years and is ready to continue forging pathways to ensure that families are safe and healthy.
