DISCUSSION
City Council approval is requested to increase Blanker Purchase Order (BPO) No. BPPD16000023 with Galls, LLC, by $125,000, to furnish and deliver police duty gear and footwear, for the period ending May 31, 2017, and to add a 6 percent increase each subsequent renewal. Due to increased costs from suppliers and changes to the market conditions affecting labor, utility, and shipping costs, the vendor has increased the cost of goods and supplies furnished to the City by 6 percent each year for the remainder of the BPO term.

On June 1, 2016, the Long Beach Police Department (LBPD) established a BPO with Galls, LLC, after completing a competitive bid process, for a period of one year with the option to renew for two additional one-year periods. Since that time, through the passage of Measure A, LBPD has reestablished the South Patrol Division and restored sworn training staff in the Support Bureau. Additionally, LBPD completed two Police Recruit Academies and anticipates completing two more Police Recruit Academies by the expiration of this BPO, with optimal extension periods, in 2019. The additional funds are necessary to support the increase in sworn staff, as well as to maintain safety and quality standards related to the replacement and upkeep of existing police equipment. This BPO will ensure timely availability of duty gear and footwear for uniformed personnel.
