DISCUSSION
Currently, the City of Long Beach is replacing or implementing various computer systems such as parking citations, cashiering, and ambulance billing. Over the next few years, it is anticipated that the City will be replacing other outdated systems, such as utility billing, finance, human resources and payroll.

To enable the implementation of these new systems, the Technology Services Department is requesting City Council approval to enter into agreements for as-needed professional and technical services to support current and future projects. These services include implementation services, project management services, business analyst services, and other specific technical skills in support of technology initiatives, as well as to provide back-fill for existing positions.

A request for proposals (RFP) for professional and technical services was issued on two different occasions, December 22, 2006 and March 23, 2007. Seventeen potential candidates responded to the December RFP and eight potential candidates responded to the March RFP for a combined total of 25 candidates. Of the 25 proposals, nine indicated they were minority or women-owned businesses, and three are Long Beach businesses. The RFP document was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq.
