TITLE
Recommendation to authorize City Manager to execute agreements and all related documents with recommended firms to provide as-needed professional and technical services for system implementation, system analysis, project management, and technical support, in an aggregate amount not to exceed $950,000 per year, for a period of one year; and authorize City Manager to execute amendments to extend the term. (Citywide)
DISCUSSION
Currently, the City of Long Beach is replacing or implementing various computer systems such as parking citations, cashiering, and ambulance billing. Over the next few years, it is anticipated that the City will be replacing other outdated systems, such as utility billing, finance, human resources and payroll.
To enable the implementation of these new systems, the Technology Services Department is requesting City Council approval to enter into agreements for as-needed professional and technical services to support current and future projects. These services include implementation services, project management services, business analyst services, and other specific technical skills in support of technology initiatives, as well as to provide back-fill for existing positions.
A request for proposals (RFP) for professional and technical services was issued on two different occasions, December 22, 2006 and March 23, 2007. Seventeen potential candidates responded to the December RFP and eight potential candidates responded to the March RFP for a combined total of 25 candidates. Of the 25 proposals, nine indicated they were minority or women-owned businesses, and three are Long Beach businesses. The RFP document was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. It was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority, and women's business groups. Based on the review of quotations received, the following companies are recommended based on pricing, experience and qualifications:

Multiple agreements are recommended to ensure a pool of qualified candidates is readily available for the Technology Services Department to quickly deliver the needed technical services.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on June 28, 2007, and by Performance Management and Budget Bureau Manager David Wodynski on June 29, 2007.
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 10, 2007 to allow timely completion of technology improvement projects.
FISCAL IMPACT
Funding to support these services will be identified as projects are identified and approved.
Appropriation increases, if needed, will be requested as part of a future quarterly budget adjustment, offset by revenue from client departments.
