DISCUSSION
On March 6, 2012, the City Council authorized the City Manager to execute an agreement with BOA Architecture Government Services (BOA) for as-needed architectural services. On September 11, 2012, the City Council authorized the City Manager to increase the contract amount by $474,000, for a not-to-exceed total contract amount of $1,174,000. BOA was among several as-needed design firms who were invited to provide proposals to design the replacement of ten existing beach restrooms and the Leeway Sailing Center, and was selected for both projects. The beach restrooms and the Leeway Sailing Center replacements are critical projects in the Tidelands Capital Improvement Program.

A second amendment to increase the contract amount by $490,000 is needed to provide design and construction support services, specifically for additional geotechnical engineering, technical specifications, design revisions and construction phase support for the replacement of the beach restrooms and the Leeway Sailing Center. The rebuild of the Leeway pier, gangway and Gondola building was not part of the original project, but must now be added. As a result of concerns associated with the structural integrity of the Leeway pier, on June 15, 2010 the City Council authorized emergency repair work. Full replacement of the pier and gangway is now necessary.
