TITLE
Recommendation to authorize City Manager to execute an amendment to Contract No. 32631 with BOA Architecture Government Services, to increase the contract amount by $474,000 for architectural and engineering design services associated with the Tidelands beach restrooms and Leeway Sailing Center replacement projects; and make any amendments necessary to extend the term and amend the scope of work, all within the approved budget. (Districts 2,3)

DISCUSSION
On March 6, 2012, the City Council authorized the City Manager to execute an agreement with BOA Architecture Government Services (BOA) for as-needed architectural services in an amount not to exceed $700,000. BOA was among several as-needed design firms who were invited to provide proposals for replacement of the existing beach restrooms and Leeway Sailing Center, and was selected for both projects. The Tidelands beach restrooms and the Leeway Sailing Center replacement projects are critical projects in the Tidelands capital improvement program.

A contract enhancement is needed to cover additional architectural and engineering design services for revitalization of the existing beach restrooms. BOA’s design services are needed for additional restroom locations (at Colorado Lagoon, Marina Vista Park, Belmont Pier and Rainbow Harbor Lighthouse), geotechnical engineering soils reports, alternative technical specifications, design revisions for mechanical systems and construction phase support on a time and materials basis.

The contract scope of work enhancement will also allow additional architectural and engineering design services for revitalization of the Leeway Sailing Center, including revised design options and cost estimates, additional pier and pontoon replacement, if necessary, and allowances for construction phase support.
