TITLE
Recommendation to request City Attorney to prepare an amendment to Section 10.14.020 of the Long Beach Municipal Code, adding a new subsection to read: "(Eastbound) 17th Street between Gaviota Avenue and Rose Avenue." (District 6)

DISCUSSION
The Traffic Engineering Division received an inquiry from a resident of the 1700 block of 17th Street, requesting the conversion of 17th Street between Gaviota Avenue and Rose Avenue from a two-way roadway into a one-way eastbound roadway.

An investigation conducted by the City Traffic Engineer concluded that this roadway is of substandard width, and that conversion to one-way traffic would enhance safety.
Furthermore, it has also been determined that an eastbound one-way configuration would have no significant adverse impacts on traffic circulation in the area. A review of the one-way proposal by the Police Department, Fire Department, and the Environmental Services Bureau did not disclose any adverse impacts on emergency response or the provision of public services. In addition, a petition circulated among the affected property occupants indicated an 86 percent level of support for the one-way eastbound conversion proposal.

The attached map highlights the location of the proposed one-way operation.

This letter was reviewed by Deputy City Attorney Lori A. Conway on April 11, 2007 and Budget Management Officer Victoria Bell on April 11, 2007.

TIMING CONSIDERATIONS
City Council action on this item is not time critical.

FISCAL IMPACT
The cost of labor and materials for the installation of traffic controls in order to implement the proposed one-way operation is estimated at $750. Sufficient funds are budgeted in the General Fund (GP) in the Department of Public Works (PW) to support this activity.

SUGGESTED ACTION
Approve recommendation.
