DISCUSSION
 
On September 14, 1990, the City Council approved an ordinance establishing the Mayor's Fund for the Homeless (Mayor's Fund). Since January of 1992, a solicitation envelope for the Mayor's Fund has been included in the City's utility bill each year. The Mayor's Fund receives an average of $25,000 in contributions annually. The current balance of the Mayor's Fund, as of April 13, 2009, is $149,375. The recommended allocation is $75,000, with the balance to remain in the Mayor's Fund.
 
On April 1, 2009, the Homeless Services Advisory Committee (HSAC) held a meeting to discuss a special allocation of the Mayor's Fund. Agency representatives were in attendance to present information related to each request. HSAC recommended that a portion of the Mayor's Fund be allocated, as follows, to seven (7) community agencies for the provision of homeless services, for a total allocation of $75,000 over a period of two years. One-half of the allocations will be made in FY 09, with the remainder allocated in FY 10.
 
RECOMMENDED ALLOCATIONS:
 
Century Villages at Cabrillo: $5,000
 
The KaBOOM! Project will create outside play areas for the children and youth of the families housed in the 80 units of permanent housing called the Family Commons. The space created will allow for a safe recreational area for children and youth.
 
People Assisting The Homeless (PATH): $30,000
 
PATH and several diverse community stakeholders are collaborating on a community mobilization initiative, as well as a strategic outreach effort to permanently house the most vulnerable chronically homeless persons in the downtown Long Beach area.
 
Goodwill, Serving the People of Southern Los Angeles County: $8,000
 
Provide work-related financial assistance for participants in the Goodwill Works Program at the Multi-Service Center such as uniforms and transportation.
 
Multi-Service Center Collaborative:
 
$5,000      For grocery assistance cards for families and individuals
            who have recently obtained permanent housing and are in
            need of start-up food items and household supplies.
 
$2,000        Provide transportation to the homeless so that they can
            increase their mobility in order to gain accessibility to
            employment and housing.
 
$8,000        Ensure ongoing operations and maintenance for basic
            services of the laundry facility at the Multi-Service Center.
 
Catholic Charities of Los Angeles, Inc.: $5,000
 
The Homeward Bound Program provides relocation assistance with Greyhound Bus transportation for homeless people seeking to be reconnected to their home town social support networks.
 
Long Beach Area Coalition for the Homeless clo Food Finders: $7,000
 
Funds to support the Rainy Day Shelter, which provides daytime shelter from the elements for the homeless during cold inclement weather.
 
St. Luke's Episcopal Church: $5,000
 
Provide operational funds for their shower, Manna meals and food pantry programs.
The Saturday shower program serves as an alternate site to the Multi-Service Center on weekends. Manna Meals and the food pantry programs provide an appropriate feeding site for the homeless in the downtown area.
 
This matter was reviewed by Deputy City Attorney Linda Trang on April 16, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on April 16, 2009.
 
TIMING CONSIDERATIONS
City Council action on this item is requested on May 5, 2009, so that the City can enter into contracts with these agencies effective immediately.
 
FISCAL IMPACT
Funds are allocated from donations to the Mayor's Fund. Appropriation exists in the General Fund (GP) and the Department of Health and Human Services (HE) to support the requested payments. Appropriations are fully offset by revenue from the Mayor's Fund.
