TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments between the City of Long Beach and the County of Los Angeles to provide HIV/AIDS Health Education/Risk Reduction services in the amount of $216,000.  (Citywide)
 
DISCUSSION
For the past eleven years, the Department of Health and Human Services (Health Department) has been providing HIV/AIDS health education/risk reduction services under an agreement with the Los Angeles County Office of AIDS Programs and Policy (County). This program, which is intended to serve high-risk populations in the greater Long Beach area, serves approximately 1,000 individuals each year who are at risk for infection/transmission through outreach, group workshops, one-on-one sessions, and community events.
 
The Health Department was awarded a new grant in the amount of $216,000, for the nine-month period of October 1, 2009 through June 30, 2010, to provide HIV education and risk reduction activities targeting young and adult women at sexual risk. The Health Department received this award notice late, due to issues related to State budget cuts.
 
This matter was reviewed by Deputy City Attorney Linda Trang on November 13, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on November 16, 2009.
 
TIMING CONSIDERATIONS
City Council action is requested on December 1, 2009, as the Health Department has been providing these services since October 1, 2009, but will be unable to recover costs until the contract is approved.
 
FISCAL IMPACT
The total amount of the agreement is $216,000, for the nine-month period of October 1, 2009 through June 30, 2010. Sufficient funds are currently budgeted in the Health Fund (SR 130) and the Department of Health and Human Services (HE). There is no City match, and no impact on the General Fund.
