DISCUSSION
For the past ten years, the Department of Health and Human Services (DHHS) has been providing HIV/AIDS health education/risk reduction and prevention services under an agreement with the Los Angeles County Office of AIDS Prevention and Policy. The program is intended to serve high-risk populations in the greater Long Beach area. Each year, this program serves approximately 1,000 young adults at risk for infection/transmission through outreach, group workshops, one-on-one sessions, and community events. Continued funding received from the County will allow the DHHS to provide services for an additional two years, from January 1,2007 to December 31,2008.

This matter was reviewed by Deputy City Attorney Lori A. Conway on March 5, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on March 4, 2007.

TIMING CONSIDERATIONS
City Council action is requested on March 13, 2007 as the DHHS has been providing services under this agreement since January 1, 2007, but will be unable to recover costs until the contract is approved.

FISCAL IMPACT
The total amount of the agreement is $104,478 for the first six-month period, $208,955 for the subsequent 12 months and $104,478 for the final six-month period ending December 31, 2008. An increase in appropriations is included in the recommendation above. The grant award will cover all direct costs to provide the requested services, however, most overhead costs associated with the program are currently supported by a combination of General Fund and Health Fund dollars.
