DISCUSSION
For the past eleven years, the Department of Health and Human Services (Health Department) has been providing HIV/AIDS health educationlrisk reduction services under an agreement with the Los Angeles County Office of AIDS Programs and Policy (County). This program, which is intended to serve high-risk populations in the greater Long Beach area, serves approximately 1,000 young adults each year who are at risk for infection/transmission through outreach, group workshops, one-on-one sessions, and community events.

The original two-year agreement with the County was due to terminate on December 31, 2008 and was extended for 6 months from January 1, 2009 through June 30, 2009.
The City Council approved the six-month contract extension on April 21, 2009. The third amendment provides an additional $35,653 that will fund the program from July 1, 2009 through September 30, 2009. The Health Department received this third amendment late due to internal contract issues within the County of Los Angeles.

This matter was reviewed by Deputy City Attorney Linda Trang on August 12, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on August 24, 2009.

TIMING CONSIDERATIONS
City Council action is requested on September 22, 2009, as the Health Department has been providing these services since July 1, 2009, but will be unable to recover costs until the contract is approved.
