TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement between the City of Long Beach Department of Health and Human Services and the County of Los Angeles to provide HIV/AIDS Health Education/Risk Reduction services in the amount of $720,000 for the period of July 1, 2010 through December 31, 2012. (Citywide)

DISCUSSION
For the past eleven years, the Department of Health and Human Services (Health Department) has been providing HIV/AIDS health education/risk reduction services under an agreement with the Los Angeles County Office of AIDS Programs and Policy (County). This program, which is intended to serve high-risk populations in the greater Long Beach area, serves approximately 1,000 individuals each year who are at risk for infection/transmission through outreach, group workshops, one-on-one sessions, and community events.

The Health Department received City Council approval for an initial nine-month contract term of October 1, 2009 through June 30, 2010 in the amount of $216,000 on December 1, 2009. The Health Department has been awarded additional funding in the amount of $720,000 for the thirty-month period of July 1, 2010 through December 31, 2012. City Council approval is required for the additional thirty-month funding period.

This matter was reviewed by Deputy City Attorney Linda Trang on February 17, 2010 and by Victoria Bell, Budget Management Officer on February 22, 2010.

TIMING CONSIDERATIONS
At this time, City Council action on this item is not time critical.

FISCAL IMPACT
The total amount of the agreement is $720,000, for the thirty-month period of July 1, 2010 through December 31, 2012. Funding for the first year of this agreement, in the amount of $288,000 will be included in the FY11 budget process in the Department of Health and Human Services (HE) and in the Health Fund (SR 130). There is no City match and no impact to the General Fund.
