TITLE

(Citywide)

DISCUSSION
For the past eleven years, the City of Long Beach Department of Health and Human Services (Health Department) has been providing HIV/AIDS health education/risk reduction services under an agreement with the Los Angeles County Office of AIDS Prevention and Policy (County). This program, which is intended to serve high-risk populations in the greater Long Beach area, serves approximately 1,000 young adults each year who are at risk for infection/transmission through outreach, group workshops, one-on-one sessions, and community events.

The original two-year agreement with the County expired on December 31, 2008, but the County has provided a six-month extension. The amendment provides an additional $104,478 that will fund the program from January 1, 2009 through June 30, 2009. The Health Department received this amendment late due to internal contract issues within the County of Los Angeles.

This matter was reviewed by Deputy City Attorney Linda Trang on April 1, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on March 31, 2009.

TIMING CONSIDERATIONS
City Council action is requested on April 21, 2009, as the Health Department has been providing these services since January 1, 2009, but will be unable to recover costs until the contract amendment is approved.

FISCAL IMPACT
The total amount of the amendment is $104,478, for the six-month period of January 1, 2009 through June 30, 2009 and will cover most direct and indirect costs associated with this program.
