DISCUSSION
City Council approval is requested to enter into a contract with Holland & Knight, LLP, for federal legislative advocacy services. These services are necessary to ensure the City of Long Beach (City) has representation in Washington, D.C., to advocate for funding, projects, and priorities.

The Request for Proposals (RFP) was advertised on February 8, 2023, and 41 potential proposers specializing in legislative advocacy services were notified of the RFP opportunity. Of those proposers, 32 downloaded the RFP via the City's electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division's website at www.longbeach.gov/purchasing . An RFP announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups. There were eight proposals received on February 28, 2023. Of those eight proposers, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach vendors (Local). The selection committee determined that Holland & Knight, LLC, of Washington, D.C. (not an MBE, WBE, SBE, or Local), was the most qualified firm to provide the services.
