TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal 2011 COPS Child Sexual Predator Program; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $486,664.  (Citywide)

DISCUSSION
The Long Beach Police Department (LBPD) was recently awarded grant funding from the Department of Justice, Office of Community Oriented Policing Services 2011 COPS Child Sexual Predator Program (CSPP11) grant in the amount of $486,664. The grant monies will be used to help the LBPD establish and/or enhance strategies to locate, arrest, and prosecute child sexual predators and exploiters, and to enforce state sex offender registration laws.

This item was reviewed by Deputy City Attorney Gary Anderson on August 31, 2011 and Budget Management Officer Victoria Bell on September 1, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 4, 2011, to expedite use of the grant funds.

FISCAL IMPACT
As the CSPP11 grant is currently unbudgeted, an appropriation increase in the General Grants fund (SR 120) in the Police Department (PD) is included in the recommendation. Grant revenues will offset the expense appropriation and the grant does not require any matching funds. There is no impact to the General Fund and no local job impact associated with the recommended action.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
