TITLE
Recommendation to authorize City Manager to execute an agreement with the City of Seal Beach for the use of one Parking Enforcement Jeep for sixty (60) days in order to allow Seal Beach to evaluate the benefits of right-hand-drive vehicles.  (Citywide)
 
DISCUSSION
The City of Seal Beach is considering changing their parking enforcement fleet to right- hand-drive vehicles.  To determine if this change will better meet their needs, they have requested to use one right-hand-drive Parking Enforcement Jeep for sixty (60) days.
 
Under the proposed Agreement, the City of Seal Beach would be responsible for all fuel charges, routine maintenance and any damages that may occur while the vehicle is in their possession.  The Jeep being loaned is a backup vehicle and not anticipated to be needed for parking enforcement during this period.  Parking Enforcement efforts will not be impacted.  If circumstances require the City's use of this vehicle, it will be returned at our request.  During their use of the Jeep, it will not be identified as belonging to the City of Long Beach.  A waiver of liability and proof of insurance will be required as part of the agreement.

TIMING CONSIDERATIONS
City Council action is requested on October 4, 2011, so that the City of Seal Beach may proceed with their evaluation in a timely manner.
 
FISCAL IMPACT
There is no fiscal or local job impact associated with this agreement. The City of Seal Beach will be responsible for all expenses associated with the vehicle including fuel, routine maintenance and any damages that may occur.

Approve recommendation.
