Recommendation to authorize City Manager to increase existing Purchase Order No. BPEN10000008 with the Los Angeles County Sanitation Districts by $125,000, for a total amount not to exceed $150,000, with one option to renew for three additional years for costs associated with the disposal of incinerator ash from the Southeast Resource Recovery Facility (SERRF) at the Puente Hills Landfill (Puente Hills). DISCUSSION
City Council approval is being requested to authorize the City Manager to increase purchase order number BPEN10000008 for disposal of the SERRF ash. Annually, SERRF processes approximately 480,000 tons of municipal solid waste through three incinerators, resulting in about 165,000 tons of ash residue. The ash residue is treated and screened for recyclable metals. The metals are delivered to a local metals recycler and the remaining ash is sent to Puente Hills where it is used as winter decking, providing it passes certain quality standards determined by Puente Hills. If the material passes its quality standard, it is used at the landfill and SERRF does not incur any disposal charges. If the material does not pass, it is disposed of at the landfill and incurs a disposal fee.
The Los Angeles County Sanitation Districts Board of Directors sets the Puente Hills disposal fee as well as the disposal fee SERRF charges for its incoming waste. The Board represents 78 Cities within Los Angeles County, and the City of Long Beach has a representative on that Board. The Puente Hills landfill staff has sole discretion as to whether or not SERRF ash passes their quality standards. The disposal fee currently ranges from $36.76 per ton to $46.24 per ton.
