TITLE
Recommendation to authorize City Manager to execute an agreement and any subsequent amendments with the County of Los Angeles Probation Department to provide a full-time Deputy Probation Officer for gang crime suppression services in an amount of $150,000 for a 12-month term with an option for two, one-year renewals subject to fund availability. (Citywide)

DISCUSSION
On June 23, 2009 and September 21, 2010, the City Council authorized the City Manager to accept an additional round of funding from the FY09 and FY10 Edward Byrne Memorial Justice Assistance Grant (JAG) program, respectively. Funds have been set aside in these grants to contract with the County of Los Angeles to provide a full-time Deputy Probation Officer to render gang crime suppression services for the City of Long Beach.

The Deputy Probation Officer, assigned to the Gang Enforcement Section, will continue to work with both adult and juvenile offenders. The terms of this agreement will be for a period of 12 months, from July 1, 2011 through June 30, 2012, and are consistent with the agreement executed in the previous year (Contract No. 31285). This agreement may be terminated at any time with thirty (30) days written notice to the other party.

This item was reviewed by Deputy City Attorney Gary Anderson on April 7, 2011 and Budget and Budget Officer Victoria Bell on April 12, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 3, 2011, to prevent interrupted service, as the current agreement expires on June 30, 2011.

FISCAL IMPACT
The Police Department will use specifically budgeted JAG funds in the General Grants Fund (SR 120) to reimburse the County of Los Angeles. JAG funds will offset the total billable amount of $150,000 for the 12-month period to include salary and overtime. There is no local job impact associated with the recommendation.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
JIM McDONNELL
