TITLE
Recommendation to adopt resolution authorizing City Manager, or his designee, to apply for a CalRecycle grant from the Department of Resources, Recycling and Recovery in the amount of $250,000, for the use of Rubberized Asphalt Concrete. (Citywide)

DISCUSSION
The Department of Resources, Recycling and Recovery (CalRecycle), offers the Rubberized Asphalt Concrete Grant Program to promote the use of rubberized pavement products derived from recycled California generated waste tires. Under the grant program, cities are eligible for reimbursement of the cost differential between conventional asphalt and asphalt made with recycled rubber tires. Maximum grant amount is $250,000 and would apply to eligible repaving projects initiated after grant notification (estimated to be May 2011), and completed by April 2013. The grant application requires the adoption of the attached resolution, which must be submitted to CalRecycle by March 18, 2011.

This matter was reviewed by Deputy City Attorney Linda Trang on February 18, 2011 and by Budget Management Officer Victoria Bell on February 23, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on March 15, 2011 to insure that the City meets the grant application deadline of March 18th.

FISCAL IMPACT
Should the grant application be successful, the City could be reimbursed up to $250,000 in costs associated with the use of rubberized asphalt pavement on its resurfacing projects. The grant application does not have any l...
