TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the County of Los Angeles Real Estate Fraud Prosecution Program grant; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $50,000.  (Citywide)

DISCUSSION
On May 28, 2010, the Long Beach Police Department was awarded $50,000 in grant funding from the County of Los Angeles through the Real Estate Fraud Prosecution Program (Real Estate 10) grant. The grant provides funding for detective overtime hours assigned to real estate fraud investigation/prosecution. An appropriation increase for this grant in the amount of $50,000 is required, which will be fully offset by grant revenue.

This item was reviewed by Deputy City Attorney Gary Anderson on June 16, 2010 and Budget Management Officer Victoria Bell on June 17,2010.

TIMING CONSIDERATIONS
City Council action on this matter is requested on July 13, 2010, to expedite use of the grant funds.

FISCAL IMPACT
As the Real Estate 10 grant is currently unbudgeted, an appropriation increase is requested. The expense appropriation will be fully offset by grant revenues. Grant funds will be used to support overtime required to implement the Real Estate 10 program. There is no impact to the General Fund, there are no matching funds required, and there is no local job impact associated with this request.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
JIM McDONNELL
