TITLE

DISCUSSION
The Beach Water Quality Monitoring and Public Notification Services Program (AB 411 Program) is funded by a grant from the California State Department of Health Services (State). The State mandates all local health jurisdictions to conduct weekly bacterial testing of waters adjacent to public beaches, which have more than 50,000 visitors annually and are near storm drains, during peak use summer months. The Program provides for beach water quality testing, laboratory analysis of water samples, and public notification of water quality during this period.

The current AB 411 Program agreement expires on June 30, 2010. The State has subsequently awarded the City $20,525 in new grant funds to continue the Program.
The State's funding source is the American Reinvestment and Recovery Act (ARRA) and was awarded to the State to augment the existing beach water testing funding. The State will be responsible for all ARRA Federal reporting requirements.

TIMING CONSIDERATIONS
City Council action on this item is requested on June 15, 2010, in order to receive the funds starting July 1, 2010.

FISCAL IMPACT
