TITLE
Recommendation to authorize City Manager to execute Agreements and all documents necessary to implement and administer the grant funds with the State of California; and increase appropriations in the Capital Projects fund (CP) and in the Department of Public Works (PW) by
$4,730,000 for the California Recreation Teen Center and the Drake/Chavez Greenbelt Projects Grand Funds. (Districts 1,6)
DISCUSSION
On January 6, 2004, the City Council authorized the Department of Parks, Recreation and Marine to submit grant applications to the California Department of Parks and Recreation through the Proposition 40 Urban Park Act of 2001 program (Urban Park Act) and the Murray-Hayden Urban Parks and Youth Services Grant Program (Murray-Hayden). Recently, the Department of Parks, Recreation and Marine was notified of the awarding of the following two grants:
Drake/Chavez Greenbelt (District 1). $2.23 million awarded. Funding for the acquisition of one parcel of Union Pacific Railroad land (7.18 acres) to expand the Drake/Chavez Greenbelt along the lower Los Angeles River.
California Recreation Teen Center (District 6). $2.5 million awarded ($3 million total project cost with a $500,000 City match from Park Impact Fees). Funding will provide for the construction of a 3,600-square foot teen center to better accommodate burgeoning teen programs in the central area of Long Beach. In addition, the grant provides for the rehabilitation of the community center and gymnasium, along with the expansion of the parking lot.

TIMING CONSIDERATIONS
City Council action is requested on February 1, 2005, in order to enter into the grant contracts in a timely manner.
