DISCUSSION
City Council approval is being requested to enter into an annual citywide contract for safety footwear as part of its ongoing footwear program. State of California, Code of Regulations, Title 8, Section 3385, requires employers to provide their employees that work in an environment where foot hazards exist, with special safety footwear. Departments participating in this contract include Long Beach Energy, Harbor, Health and Human Services, Library Services, Oil Properties, Planning and Building, Parks, Recreation and Marine, Public Works, Technology Services and Water.

The bid was advertised on January 5, 2005, and bids were opened on January 18, 2005. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasing.org . Eighteen potential bidders specializing in safety footwear were notified; three are Minority-owned Business Enterprises (MBEs), six are Women-owned Business Enterprises (WBEs), and none are Long Beach businesses. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities sent to 32 local, minority, and women's groups. Industrial Shoe Company of Santa Ana, California, was the lowest responsible bidder.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on December 9, 2004 and Budget Management Officer David Wodynski on January 18, 2004.
