DISCUSSION
City Council approval is requested to enter into contract with the City of Los Angeles, Economic Workforce Development Department for a total amount of $250,000 in 2023 High Road Training Partnership (HRTP) grant funds, to provide services that lead to high-paying and sustainable employment.

The HRTP initiative started as a $10 million demonstration project designed to model partnership strategies for the state. Ranging from transportation to health care to hospitality; the HRTP model embodies the sector approach championed by the California Workforce Development Board - industry partnerships that deliver equity, sustainability, and job quality. High road training partnerships (HRTPs) aim to create economically resilient communities by focusing first and foremost on equity and job quality. Workers, labor and other worker organizations, and employers are recognized as industry experts and work alongside community-based organizations and training institutions to provide workforce development solutions with pathways to quality jobs for all Californians, especially those from the most disadvantaged communities.
