Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the State of California Department of Public Health, to accept and expend funding based on the number of client enrollments, for the AIDS Drug Assistance Program (ADAP) and Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) enrollment services, for the period of July 1, 2023, through June 30, 2027, with the option to extend the agreement for four additional one-year periods, at the discretion of the City Manager. DISCUSSION
Since the beginning of the HIV/AIDS epidemic, the City of Long Beach (City) Health and Human Services Department (Health Department) has worked collaboratively with the California Department of Public Health (CDPH) AIDS Drug Assistance Program (ADAP) and the Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) in efforts to combat the HIV epidemic. As an enrollment site, it is important that certified Enrollment Workers enroll eligible California residents living with HIV and people at risk of HIV into ADAP and PrEP-AP to ensure they get access to program benefits. The ADAP program provides eligible Californians who are diagnosed with HIV or AIDS with access to health insurance premium assistance and medications to help prevent the spread of HIV and the onset of related opportunistic infections. The PrEP-AP program ensures that underinsured and at-risk Californians have access to medical care services, testing, and medications to prevent new HIV infections.
The Health Department’s annual efforts ensure that approximately 4,000 medications are dispensed by community pharmacies to individuals living with HIV. These disease-controlling medications total more than $2 million, and health insurance premiums total more than $230,000.
