TITLE
Recommendation to authorize City Manager, or designee, to execute an Educational Affiliate Agreement, and all necessary documents, including any subsequent amendments, with Long Beach City College, to allow enrolled students to implement a ride-along program for emergency medical service students participating in EMT and paramedic coursework, for a period of five years. (Citywide)

DISCUSSION
City Council approval is requested to enter into an Educational Affiliate Agreement with Long Beach City College Office (LBCC) to implement a first-time ride-along program for emergency medical service students participating in EMT and paramedic coursework.

LBCC is an accredited education institution, which offers instruction programs for students to obtain their Emergency Medical Technician (EMT) and Paramedic certificates and licenses. As a part of the licensing and/or certification requirements, EMT and Paramedic students must complete course study including clinical experience through ride-alongs on an ambulance. The Long Beach Fire Department provides emergency medical service including both Basic Life Support, Advance Life Support, prehospital care and patient transport.

This program is a mutually beneficial partnership between the Fire Department and LBCC. This programmatic partnership will expose local LBCC students to ambulance operations within the City of Long Beach. Student participants will be encouraged to pursue employment within the Fire Department as an Ambulance Operator, Firefighter or other department positions thereby enhancing the department’s recruitment efforts.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on May 22, 2023 and by Budget Analysis Officer Greg Sorensen on May 24, 2023.

TIMING CONSIDERATIONS
City Council action is requested on June 13, 2023, to ensure the provisions of the Educational Affiliate Agreement is in place expeditiously.
