Authorize City Manager, or designee, to execute all documents necessary to amend Agreement No. 34668 with Alta Planning + Design, of Portland, OR; Agreement No. 34655 with City Fabrick of Long Beach, CA;  Agreement No. 34657 with Environ Architecture Inc, of Long Beach, CA; Agreement No. 34656 with Kamus Keller, Inc., of Long Beach, CA; Agreement No. 34661 with Studio 111 of Los Angeles, CA; and Agreement No. 34663 with Westgroup Designs, of Irvine, CA; for as-needed urban planning design services, for public works projects, to extend the contract terms for an additional one-year period through June 30, 2024. DISCUSSION

City Council approval is requested to amend the above contracts, encompassing five essential as-needed service categories: architecture, landscape architecture, urban planning design, construction management and inspection, and Job Order Contracting (JOC) Program support services. City Council approval will extend the term of the agreements and increase the contract authority for JOC Program support by $150,000. The on-call contracts are heavily relied upon to facilitate project delivery for City Council-approved capital improvement projects and initiatives addressing the local homelessness crisis.

 

During the contract durations, the City Council has approved various extensions and increases to contract authority.  For the Architectural Services agreements, on July 5, 2022, the City Council approved a one-year extension to four firms and $5,000,000 in additional contract authority for a revised aggregate amount of $16,500,000.  For the Landscape Architectural Services Agreements, on July 5, 2022, the City Council approved a one-year extension and $1,000,000 in additional contract authority for a revised aggregate amount of $9,000,000.  For the Construction Management and Inspection Services Agreements, on July 19, 2022, the City Council approved a one-year extension and $6,000,000 in additional contract authority for a revised aggregate amount of $55,000,000. For the Job Order Contracting Support Services, on May 17, 2002, the City Council approved a one-year extension.  For the Urban Planning Design Services Agreements, on June 21, 2022, the City Council approved a one-year extension.

 

The current contracts start expiring June 30, 2023, and the City of Long Beach (City) has utilized all permissible contract extensions. The forthcoming set of on-call contracts is currently up for bidding on Long Beach Buys, with City staff working diligently to expedite the process. However, sufficient time is needed for thorough submittal evaluation, the submission of Council Letters for contract awards, and the routing of contracts through the City’s contract conformance process. Extending the terms for an additional year will ensure the seamless continuation of contracted services and avert potential disruptions in the event of unanticipated delays in the procurement process.

 

The currently contracted firms have committed to utilizing small, local, or disadvantaged firms as subcontractors on their teams whenever appropriate. Furthermore, they provide services for numerous City Departments, including Public Works, Development Services, Long Beach Airport, Long Beach Energy Resources, and Parks, Recreation and Marine.

 

This matter was reviewed by Deputy City Attorney Vanessa Ibarra and Nader Kaamoush on May 19, 2023, and by Purchasing Agent Michelle Wilson on May 12, 2023.

 

TIMING CONSIDERATIONS

City Council action is requested on June 6, 2023, to ensure no service interruption.

 

FISCAL IMPACT

The requested action extends the term of the agreements for a one-year period with no increases to authority, except for JOC Program support services, which is requested to increase contract authority by $150,000 for revised total contract amount not exceed $450,000. Any work not currently budgeted will only proceed at such time that the City Council has approved appropriations. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorities. Approval of this recommendation will potentially have a positive impact on the local job market.
