DISCUSSION

City Council approval is requested to amend the 22 contracts listed in the recommendation to continue to provide as-needed professional engineering services for storm drain engineering, bridges and structures, plan check, water quality and compliance, ocean/coastal engineering, computer mapping, and Geographic Information Systems (GIS), soil/geotechnical engineering, airport facilities, and additional miscellaneous engineering support.

 

On July 6, 2021, the City Council awarded contracts to 22 vendors listed in the recommendation as part of its adoption of RFQ PW20-059 for as-needed professional engineering services, for a period of two years, with the option to renew for three additional one-year terms.

 

These are on-call contracts where work is performed based on individual work orders issued by the City of Long Beach (City) and do not include a guaranteed minimum payment or retainer fee.  Payment to the consultants will be based on work orders issued by the City and completed by the consultants.  The demand for specialized as-needed engineering services has increased since the City received additional funding from Measure A, Measure M, Measure W, Senate Bill 1, numerous Los Angeles County Transportation Improvement Program (TIP) and Active Transportation Program (ATP) grants, and the recent addition of Measure A bond proceeds, all of which will help deliver a record number of projects under the City’s historic five-year Infrastructure Investment Plan. Extending these contracts will also help as the City receives additional infrastructure stimulus funds from State or Federal sources and continues pursuing more funding through grant applications.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on April 27, 2023, Purchasing Agent Michelle Wilson on May 2, 2023, and by Budget Management Officer Nader Kaamoush on May 5, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend the contracts is requested on May 23, 2023, to ensure there are no interruptions to services.

 

FISCAL IMPACT

The requested action increases the contract authority by $30,000,000 for a revised total aggregate contract amount not to exceed $90,000,000.  The requested increase in contract authority  was calculated based on current, anticipated, and possible future projects within various City departments, but primarily from the Public Works Department.  Justifications of the aggregate contract authority are also based on the increased number of awarded grant projects, Measure A, Measure M, and Measure W funding, Senate Bill 1, numerous Los Angeles County Transportation Improvement Program (TIP) and Active Transportation Program (ATP) grants, the recent addition of Measure A bond proceeds, and infrastructure stimulus funds from State and Federal sources.  Additionally, the need for these services is vital to helping complete the City’s unprecedented Infrastructure Investment Plan.  Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council.  Each work order will be funded prior issuance of  the work order to the consultant.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The number of additional local jobs created by the award of this contract will not be known until work is requested of each firm, and hiring is complete.
