TITLE

Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $500, offset by the Ninth Council District One-time District Priority Funds transferred from the Citywide Activities Department to provide a donation to Long Beach Partners of Parks in support of the 2023 Long Beach Juneteenth Celebration; and

 

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $500 to offset a transfer to the City Manager Department.

 

DISCUSSION

The 2023 Long Beach Juneteenth Celebration will be held on Saturday, June 17, from 11:00 AM-7:00 PM, back at the Rainbow Lagoon Park (400 E. Shoreline Dr.). As this new national holiday and its celebrations grow in popularity, it is crucial the City supports Juneteenth Celebrations. With an array of merchandise and non-profit vendors, activities for children of all ages, and a rotation of entertainment that tells the story of Black culture, this event will uplift local vendors and celebrate Black culture.

 

The Long Beach Juneteenth Celebration’s mission is to achieve the following goals:

 

• Provide a feeling of joy and dignity for Black people and people who love Black culture.

 

• Educate people about the Juneteenth holiday through celebration, giving us all a greater awareness of how important it is to celebrate the collective American experience.

 

The Long Beach Juneteenth Celebration is the premier destination in Southern California to celebrate this important holiday. The Long Beach Convention and Visitors Bureau and the City of Long Beach have identified it as one of the City’s many tourist attractions, bringing together thousands of people to celebrate in the same manner as Long Beach Pride, the Long Beach Marathon, and the Long Beach Grand Prix.

 

The Long Beach Juneteenth Celebration aligns well with the City’s diversity, equity, and inclusion goals, and positions our sponsors as champions of the Black community.

FISCAL IMPACT

This recommendation requests the City Manager to provide a donation to Long Beach Partners of Parks to support the 2023 Long Beach Juneteenth Celebration. The total appropriation increase of $500 in the General Fund in the City Manager Department will be offset by a decrease of appropriation of Ninth Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities.
