TITLE

Recommendation to authorize City Manager, or designee, to amend Contract No. 36292 with California Surveying and Drafting Supplies, Inc., of Sacramento, CA, to furnish and deliver Trimble Alloy Global Navigation Satellite Systems, base station receivers, hardware and related software for subsidence monitoring activity, to increase the annual contract amount by $200,000, with a 10 percent contingency in the amount of $36,000, for a revised annual contract amount not to exceed $396,000 at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 36292 with California Surveying and Drafting Supplies, Inc. (CSDS), to furnish and deliver Trimble Alloy Global Navigation Satellite Systems, base station receivers, hardware and related software for subsidence monitoring activity.

 

On April 12, 2022,  City Council awarded a contract with CSDS, as part of its adoption of Resolution No. RES-22-0054 to furnish and deliver Trimble Alloy Global Navigation Satellite Systems, base station receivers, hardware and related software for subsidence monitoring activity for a period of two years.

 

On August 2, 2022, City Council authorized an amendment to Contract No. 36292 to increase the contractual authority by $36,000, inclusive of the contingency, for a revised annual contract amount not to exceed $176,000. City Council action is requested to increase the annual contract amount by $200,000, with a 10 percent contingency in the amount of $36,000, for a revised annual contract amount not to exceed $396,000. The requested additional procurement authority will ensure continuity of service, includes potential price increases, and that software and equipment is replaced.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on March 22, 2023, Purchasing Agent Michelle Wilson on March 24, 2023, and by Revenue Management Officer Geraldine Alejo on March 31, 2023.

 

LEVINE ACT

 

This item is subject to the Levine Act. The Mayor, Councilmembers, and Commissioners who have received a contribution of more than $250 within 12 months prior from a party, participant, or their representatives involved in this proceeding may do either of the following: (1) disclose the contribution on the record and recuse themselves from this proceeding; OR (2) return the portion of the contribution that exceeds $250 within 30 days from the time the elected official knew or should have known about the contribution and participate in the proceeding.

 

All parties, participants, and their representatives must disclose on the record of this proceeding any contribution of more than $250 made to the Mayor or any Councilmembers within 12 months prior to the date of the proceeding. The Mayor, Councilmembers, and Commissioners are prohibited from accepting, soliciting, or directing a contribution of more than $250 from a party, participant, or their representatives during a proceeding and for 12 months following the date a final decision is rendered.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 36292 is requested on April 18, 2023, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action will increase the contract amount with California Surveying and Drafting Supplies by $200,000, inclusive of a 10 percent contingency, for a revised total annual contract amount not to exceed $396,000. Sufficient funds to support this contract are budgeted in the Tidelands Oil Revenue Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with the recommendation.
