DISCUSSION
City Council approval is requested to enter into a contract with Elastec, Inc. (Elastec), to purchase an Elastec E30 work boat, with trailer and other accessories, for the Parks, Recreation and Marine Department (PRM). The proposed work boat is a replacement for a similar unit already in service and will support daily operations for the Marine Division, Queensway, Alamitos Bay, and other waterways within Long Beach. The vessel will be mainly used for dock work and in-water placement and removal of the lighted Christmas trees that are positioned in the City of Long Beach (City) waterways during the holiday season. The Elastec multi-purpose workboat’s unique design allows for optimal utility and meets the Marine Division’s operational needs. The waterways in Long Beach are very distinctive and the Elastec workboat is the best option to complete the necessary work safely and efficiently. The forward cargo door allows for quick loading and unobstructed access of equipment on the water surface. Elastec offers customized positioning of the cargo door between the hulls which provides versatile functionality to perform a variety of waterway maintenance and marine tasks.

The current boat is 30 years old and was donated to the City in 2006. The unit is 15 years past its useful life and requires costly maintenance and repairs to remain operational. Additionally, new AQMD guidelines deem the engines that power the existing boat non-compliant by 2025 year-end, at which point the current unit must be retired.
