TITLE

Recommendation to authorize City Manager or designee, to approve a fee waiver for the Seal Beach Yacht Club, in an amount not to exceed $5,000, for use of dock space in Alamitos Bay Marina for visiting/participating vessels for Opening Day festivities on May 6, 2023; the Seal Beach to Dana Point Regatta on July 8, 2023, and during the 2023 Marina Del Rey “Outlaw” Regatta on September 2, 2023.  (District 3)

 

DISCUSSION

Seal Beach Yacht Club (SLBYC) has requested that dock fees, in an amount not to exceed $5,000, be waived for events from May 6, 2023 through September 2, 2023.

 

Opening Day festivities are a longstanding tradition for all yacht clubs. The event provides SLBYC an opportunity to promote the club and advertise to new membership while promoting sailing and boating in and on the Alamitos Bay Marina.

 

The Seal Beach to Dana Point Regatta is open to ocean racing/cruising sailing vessels whose owners or charterers are members of a yacht club or sailing association recognized by U.S. Sailing or Southern California Yachting Association (SCYA). The organizing authority for this Regatta is Dana Point Yacht Club (DPYC) and SLBYC. The Race Committees of both clubs will manage this race jointly.

 

The Marina Del Rey “Outlaw” Regatta is a yacht race organized by SLBYC and Santa Monica Windjammers Yacht Club. The Regatta is a premier 30 mile, down the coast race from Marina del Rey to Seal Beach at Alamitos Bay. 

 

SLBYC is requesting fee waiver for approximately 20 participating regatta vessels for each of these events as overnight reciprocal stay in Alamitos Bay Marina upon completion of the regatta.

 

These regatta events spotlight boating and sailboat racing in our marinas. It will also generate additional tourism revenue for local businesses such as hotels, restaurants, grocery stores, boating supply stores and other retail establishments. These benefits outweigh the revenue loss resulting from the waived dock fees. These events are consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach Marinas.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani and Budget Operations and Development Officer Rhutu Amin on February 28, 2023.

 

TIMING CONSIDERATIONS

City Council action is requested on March 21, 2023, to reserve required dock space in Alamitos Bay Marina for the events.

 

FISCAL IMPACT

The value of the fee waiver will not exceed $5,000. Additional revenue specifically related to dock fees for these events is not anticipated as part of the current budget within the Tidelands Fund Groups, and revenues within this marina area are restricted to the Tidelands area and are not associated with or deposited into the General Fund. Therefore, the fiscal impact associated with the fee waiver is minimal. This recommendation has no staffing impacts beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
