DISCUSSION

On March 10, 2020, the City Council recognized that an emergency existed and unanimously passed a Resolution ratifying the City Manager’s Proclamation of Local Emergency and the Public Health Officer’s Declaration of Local Health Emergency due to the COVID-19 pandemic.  Pursuant to LBMC Chapters 2.69 and 2.85, the City Manager has the authority to approve purchases of up to $1,000,000 for goods or services related to a proclaimed emergency.

 

On August 4, 2020, the City Council awarded a contract to Healthvana, Inc., as part of its adoption of Resolution RES-20-0092 to provide COVID-19 test patient results reporting services, for a period of one year, with an option to renew for two additional one-year periods. Both renewal options have been exercised, extending the contract through February 28, 2023.  City Council action is requested to extend the contract through May 11, 2023, to coincide with the end of the Federal Public Health Emergency Declaration.

 

The City of Long Beach (City) continues to see a consistent demand for testing at the City-run testing sites, and a contract extension is requested to continue through May 11, 2023.  COVID-19 testing is currently available to the public at testing locations operated by the Health Department located at Cabrillo High School, Ramona Park, El Dorado Park, California State University Long Beach, and Martin Luther King Jr. Park.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on February 22, 2023, Purchasing Agent Michelle Wilson on February 21, 2023, and by Budget Analysis Officer Greg Sorensen on March 3, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35750 is requested on March 21, 2023, to ensure there is no interruption to services.

 

EQUITY

 

Diagnostic testing in Long Beach is available to anyone with symptoms of COVID-19.  Patients are not required to have health insurance or submit a copayment to be tested at a City test site.  Testing is available at multiple locations across Long Beach, including in communities of color disproportionally affected by the effects of COVID-19, to ensure equitable access to patients and walk-up testing is available for individuals who do not have access to a vehicle.

 

FISCAL IMPACT

The total annual contract amount will not exceed $1,800,000, which covers reporting patient results for testing appointments across the City’s testing sites through May 11, 2023.  Since the pandemic, the City has spent over $1,950,000 on COVID-19 patient test result services, all of which has been reimbursed by the Epidemiology and Laboratory Capacity grants in the Health Department and through Federal Emergency Management Agency (FEMA) Public Assistance reimbursement.  Sufficient appropriation is budgeted in the Health Fund Group in the Health and Human Services Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
