TITLE
Recommendation to authorize City Manager or designee, to execute a contract, and all necessary amendments including term extensions, with the Department of Homeland Security to receive and expend grant funding for the 2022 Port Security Grant Program, in an amount of $1,156,500, with a Port of Long Beach cost match of $385,500, for a total amount not to exceed $1,542,000, for a period ending August 31, 2025; and
Increase appropriations in the General Grants Fund Group in the Fire Department by $942,000, and the Police Department by $600,000, offset by federal and Port of Long Beach grant funds. (Citywide)
DISCUSSION
The U.S. Department of Homeland Security (DHS) Port Security Grant Program (PSGP) is a risk-based grant program that supports the implementation of the Federal Maritime Transportation Security Act and the Safe Port Act. The PSGP provides funding to port authorities, facility operators, and state and local agencies for activities associated with implementing Area Maritime Security Plans, facility security plans, and other port-wide risk management efforts. The Fiscal Year 2022 (FY 22) PSGP funds support the procurement of critical equipment for the HazMat/CBRN Connectivity Systems and fire rescue and safety equipment, training and exercises to further capabilities to prevent, detect, respond, and recover from attacks involving Chemical Biological Radiological Nuclear Explosives (CBRNE), improvised explosive devices (IED), and other non-conventional weapons. Additionally, the FY 22 PSGP provides funding to support increased port-wide risk management to protect critical infrastructure from acts of terrorism.
For FY 22, DHS has awarded grant proposals submitted by the Long Beach Fire Department (LBFD) in the amount of $942,000 and the Long Beach Police Department (LBPD) in the amount of $600,000 and includes a cost match. The grant funding is for the performance period of September 1, 2022, to August 31, 2025.
As a condition of the award, the FY 2022 PSGP requires a cost match of 25 percent of the total award amount of $1,542,000. The Port of Long Beach (POLB) cost match for the two awards is $385,500 which is $235,500 for LBFD and $150,000 for LBPD respectively. On February 13, 2023, the Board of Harbor Commissioners (BHC) approved the requested cost match for the grant in the amount of $385,500 for LBFD and LBPD projects. City Council authorization is required to accept the grant funds, execute a contract, and increase appropriations in the General Grants Fund Group.
This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on February 27, 2023 and Budget Management Officer Nader Kaamoush on February 28, 2023.
TIMING CONSIDERATIONS
City Council action is requested on March 21, 2023, to ensure the City can expend these funds within the performance period of the grant.
FISCAL IMPACT
The FY 22 PSGP is a cost reimbursement grant that funds 75 percent of approved projects and requires grantees to provide a 25 percent cost share. Program costs will be offset by federal grant revenues of $1,156,500 and the POLB cost-match of $385,500, for a total program budget of $1,542,000. As the grant funds are not budgeted, an appropriation increase in the amount of $942,000 is requested in the General Grants Fund Group in the Fire Department, and $600,000 is requested in the General Grants Fund Group in the Police Department, offset by grant reimbursement revenue and POLB matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
